The eCommittee, Supreme Court of India in collaboration with the Department of Justice, Government of India organised a two-day National Conference on Judicial Process Re-engineering and Digital Transformation
A two-day National Conference on Judicial Process Re-engineering and Digital Transformation: Empowering the Justice System by Reviewing the Past, Re-engineering the Present, Redefining the Future was inaugurated today under the joint aegis of the eCommittee, Supreme Court of India, and the Department of Justice, Government of India.
The National Conference was inaugurated by Hon’ble Mr. Justice Surya Kant, The Chief Justice of India, and Patron-in-Chief, eCommittee, Supreme Court of India. The Chief Justice of India underscored that access to fair, timely, and effective justice remains the core objective with technology, serving as a key enabler in strengthening inclusivity and responsiveness of the judicial system. Hon’ble Mr. Justice Vikram Nath, Chairperson of eCommittee and Judge, Supreme Court of India, emphasised that technology must be complemented by process re-engineering to ensure meaningful judicial reform and efficient justice delivery. Shri Arjun Ram Meghwal, Minister of State (Independent Charge), Ministry of Law & Justice, Government of India highlighted that India has entered the era of Industry 4.0 and technology-driven reforms under the vision of “Reform, Perform, Transform” are reshaping governance and the justice delivery system. Shri Jitin Prasada, Minister of State for Commerce & Industry and Electronics & Information Technology, Government of India noted that rapid digital transformation, supported by initiatives such as Aadhaar, UPI, and DigiLocker, is enabling inclusive governance and facilitating efficient technology-driven judicial processes. He further emphasised that effective collaboration between the Government of India and the judiciary is a progressive step towards strengthening the justice delivery system.
The National Conference is structured into five working sessions, spread over two days, focusing on key aspects of technological integration and the re-engineering of judicial processes. On the first day, three working sessions were conducted, wherein various topics relating to the use of technology in the justice delivery system and the transformation of judicial processes were deliberated upon by experts and stakeholders.
Working Session I, chaired by Hon’ble Mr. Justice Vikram Nath, Chairperson of eCommittee and Judge, Supreme court of India featured Hon’ble Justice Aidan Xu, Judge of the General Division of High Court, Supreme Court of Singapore (Judge in Charge of Transformation and Innovation, Singapore Judiciary), who emphasised a solution-driven approach to judicial digitalisation. Drawing on Singapore’s experience, Justice Xu highlighted process re-engineering, eLitigation, AI tools and hybrid courts, stressing inclusivity, institutional readiness, and careful tech integration to enhance efficiency without undermining judicial reasoning.
Working Session II, chaired by Hon’ble Mr. Justice Pamidighantam Sri Narasimha, Judge Supreme Court of India, deliberated on key aspects of judicial digital transformation and process re-engineering in judicial processes. Hon’ble Mr. Justice Pamidighantam Sri Narasimha highlighted the importance of conscious adoption of technology, balancing innovation with institutional control and legal standardisation. Hon’ble Mr. Justice M. Sundar, Chief Justice, High Court of Manipur stressed robust digital preservation, disaster recovery mechanisms, and standardised rules for managing electronic evidence. Hon’ble Mr. Justice Ashwani Kumar, Judge, High Court of Punjab & Haryana highlighted technology-driven land demarcation using GNSS and geo-referencing to reduce disputes and enhance accuracy. Hon’ble Mr. Justice Bibhu Datta Guru, Judge, High Court of Chhattisgarh emphasised digitisation of malkhana systems to ensure transparency, efficient evidence management, and reduced manual intervention.
Working Session III, chaired by Hon’ble Mrs. Justice B. V. Nagarathna, Judge, Supreme Court of India focused on electronic evidence and criminal justice reforms. Hon’ble Mr. Justice Ananda Sen, Judge, High Court of Jharkhand and Hon’ble Mr. Justice Nikhil S. Kariel Judge, High Court of Gujarat discussed digital evidence management, while Shri Govind Mohan, Union Home Secretary, Government of India highlighted technological integration under the new criminal laws.
Working Session IV scheduled for 12 April, will be chaired by Hon’ble Mr. Justice Rajesh Bindal, Judge, Supreme Court of India. It will focus on electronic records and judicial reforms. Hon’ble Mr. Justice A. Muhamed Mustaque, Chief Justice, High Court of Sikkim will emphasise on the continuous judicial process re-engineering, enhanced e-awareness, and robust frameworks for maintaining electronic records and registers to improve efficiency, transparency, and accessibility in justice delivery.
Working Session V, scheduled for April 12th, will be chaired by Hon’ble Mr. Justice Sandeep Mehta, Judge, Supreme Court of India. It will focus on digital court processes. Hon’ble Mr. Justice Purushaindra Kumar Kaurav, Judge, High Court of Delhi will discuss on e-inspection frameworks and Hon’ble Mr. Justice B. M. Shyam Prasad, Judge, High Court of Karnataka will highlight on Surety Scrutiny Management Application. Shri Niraj Verma, Secretary, Department of Justice, Ministry of Law & Justice, Government of India will outline the Phase III of eCourts.
The conference brings together judges, policymakers, and stakeholders to deliberate on strengthening judicial processes through technology, with a focus on enhancing accessibility, efficiency, and transparency in the justice delivery system.
